I have a problem, though. I tried to submit a cartoon to the proper folder, but the only one where I could put it was Featured. I couldn't change my submission's destination. Can you move it?

No problem. If I remember correctly we as admins closed most folders for members because people started uploading stuff into the wrong folders. So everyones posts in featured and we organize it every now and then.
